Dear Mr. Stello:
C
Subject:
Environmental Deviation The following deviation was reported to Mr. Walt Baunack, Region 1, Office of Inspection and Enforcement, United States Nuclear Regulatory Comission on February 24, 1976.
Reference:
License Number DPR-44/56 Environmental Technical Speci fication:
2.1 Report No.:
50-277/278-76-13 Report Date:
March 5, 1976 Deviation Date:
February 24, 1976 Faci li ty:
Peach Bottom Atomic Power Station. - Units 2 & 3 R.D. 1, Delta, PA 17314 Identification of Deviation:
Two cooling towers simultaneously inoperative.
Condi tions Prior to Deviation:
Units 2 and 3 operating at approximately 84% and 58% power, re s peci.i ve ly. The "A" cooling tower was out of service due to the previous lift pump failure.
River flow was approximately 150,000 cfs.
Description of Deviation:
On February 24, 1976, a large leak in the south side water distribution header at the top of the "B" cooling tower necessitated the shutdown of the tower for repairs. The leak sprayed water over the side of the tower, causing ice buildup on the lower side louvers.

Desi gnation of Apparent Cause of Deviation:
Mechani cal failure.
Analysis of Deviation:
4 Cifferential temperatures between Pennsylvania-Maryland State Line and the Hol twood Dam remained well within the Pennsylvania State limits during the period of time the tower was out of service. The thermal impact of this deviation is minimal due to the reduced plant i
power production and high river flow.
Corrective Action:
The leaking section of the distribution header was repaired later on 2/24/76.
Failure Data:
i Last reported as Environmental Deviation Report 50-277/278-75-27.
Very truly yours,
