Envi ronmental Deviation The following deviation was reported to Mr. Walt Baunack, Office of Inspection and Enforcement, Region 1, United States Nuclear Regulatory Commission on May 5, 1976.

Sewage plant effluent suspended solids were in excess of the Environmental Technical Specification limit.

Conditions Prior to Deviation:

The sewage plant was in the automatic mode.

Description of Deviation:

Routine gravimetric analysis showed that the suspended solids concentration of the sewage plant effluent was 3407 ppm greater than that of the river water.

The sludge return pump was not working, causing sludge to carry over to the chlorine contact tank and discharge to the effluent.

Sludge pump inoperability was caused by an obstruction in the return pipe to the deaeration tank.

Analysis of Deviation:

The sewage plant effluents suspended solids were below the Technical Specification limits in 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> or less. Because of the large dilution factor for the sewage plant effluent from the circulating water flow, the turbidity increase of the river was very minimal.-

Corrective Action:

The obstruction was removed. Sludge was removed from the settling zone and the chlorine contact tank. The sludge return pump was blown back and was returned to service.
