The pH for the settling basin effluent exceeded the range allowable by the Environmental Technical Specifications.
Conditions Prior to Deviation:
Settling basin operating with maximum holdup.
Raw water surp in automatic code of operation.

The pH of two grab samples taken from the settling basin measured 4.8 and 5.3.
A sample taken two hours latter measured 10.0.
The pH returned to the allowable range (6.0 to 9.0) within 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> of the original sampling.
Designation of Apparent Cause of Deviation The initial low pH valve was due to a lack of soda ash addition to the clarifier during continuing alum feed.
This resulted in a low pH in the raw water sump which is pumped to the settling basin.
An investigation of the 10.0 pH did not reveal any apparent cause.
Analysis of Deviation:
Due to the short duration of the occurrence and because the settling basin flow is diluted by a factor of 100,000 with circulating water flow, the pH of the circulating water was unaffected.
Therefore, the environmental impact was minimal.
Corrective Action:
A memo which clearly describes proper action during clarifier malfunction is being sent to operators and supervision.
