Dear Mr. Stello:

O le ,,7

Subject:

Environmental Deviation The following deviation was reported to Mr. Walt Baunack, Office of Inspection and Enforcement, Region 1, United States Nuclear

Regulatory Conmission on August 5,1976.

l

Reference:

License Number DPR-44/56 Environmental Technical Specifications: 2.2.2 l

Report No.: 50-277/278-76-31 Report Date: August 13, 1976 Deviation Date: August 4, 1976 Facility: Peach Bottom Atomic Power Station Units 2 & 3 R.D. 1, Delta, PA 17314 Identification of Deviation:

The pH for the settling basin effluent exceeded the range allowable by the Environmental Technical Specifications.

Conditions Prior to Deviation:

Settling basin operating with maximum holdup. Raw water sump in automatic mode of operation.

Description of Deviation:

The pH of a routine monthly grab sample taken from the settling basin effluent measured 11.1. A sample taken 1/2 hour later measured 9.8. The pH returned to the allowable range (6.0 to 9.0) within 3 hours3.472222e-5 days
8.333333e-4 hours
4.960317e-6 weeks
1.1415e-6 months
of the original sampling.

I Designation of Apparent Cause of Deviation:

A faulty pH meter on the neutralizing tank discharge to the settling basin allowed a tank that was not neutralized to be discharged.

Analysis of Deviation:

On August 4th, prior to 2:00 p.m., contents of the neutral-izing tank were discharged to the settling basin without being properly neutrali zed . Subsequent to sampling, shortly after 4:00 p,m., the i

settling basin was isolated and neutralized. Continuous discharge frem the settling basin existed for a short period. Due to the short duration of th>3 occurrence and because the settling basin effluent is diluted by a factor of 100,000 with circulating water flow, the pH of the circulating water was unaffected. Therefore, the environmental impact was mininial.

l Corrective Action:

Immediately upon discovery of the problem the settling basin was isolated and neutralized. After the pH was checked and found within allowable range the system was returned to normal operation. The faulty

! pH meter was repaired and recalibrated.

Failure Data:

Environmental Deviation Report 50-277/278-76-30.

Very truly yours,

/
