The pII for the settling basin effluent exceeded the Environmental Technical Specification limit.

Conditions Prior to Deviation:

Settling basin operating with maximum holdup. Raw water sump in automatic mode of operation.

Desicnation of 7pocrent Cause of Deviation:

A faulty pH reter on the neutralizing tank discharge to the settling basin allowed a tank that was not neutralized to be discharged into the settling basin.

Analysis of Deviation-On August 11, a neutralizing tank (narinum volure -

15,000 gallons) was discharged to the settling basin with a high pH. After the high pif in the effluent was discovered and the settling basin was isolated, the neutralizing tank pH meter was tested and found to defective (reading low). Because of the high dilution factor of settling basin fleu with circulating water flou, the change in pH of the circulating water and the .

environmental inpact were ninimal.

Corrective Tction:

The settling basin was isolated and neutralized after which it was returned to normal operation. The neutralizing tank pH noter was recalibrated and returned to service. To prevent '

l additional violations, operators have been instructed to obtain a sanple fron each neutrali=ing tank for pH reasurement before d tscharge to verify the operability of the inline pH reter.
