The pH for the settling basin ef fluent exceeded the Environ-mental Technical Specification limit.

Conditions Prior to Deviation:

Settling basin operating with maximum holdup. Raw water sump in automatic mode of operation.

Descriotion of Deviation:

A daily routine grab sample from the settling basin ef fluent measured a pH of 3 7 The verification sample measured 4.2.

The Alum feeder to the clarifier overf1cwed to the raw water The raw water sump when full, pumped the low pH water to the sump.

settling basin and the low pH alarm on the raw water sump pump discharge line failed to operate.

I Analysis of Deviation:

On August 13, the clarifier Alum solution pump suction line plugged with Alum causing the water level in the Alum solution / mixer tank to rise. Alum buildup on the linkage of the water supply valve prevented its automatic closure causing the Alum solution / mixer tank to overflow to the raw water sump which automatically pumps to the settling basin when full. Due to a coincident failure of the low pH clarm the operator was not alerted to the problem. Because there is a high dilution factor between settling basin flow and circulating water flow, the impact to circulating water pH and the environment was minimal.

Corrective Action:

1.

The settling basin was isolated and the raw water sump pump was stopped. The settling basin and the raw sump were neutralized. The pH of both were checked and normal operation resumed.

2.

The Alum solution / mixer tank overflow was stopped.

The water supply valve linkage was cleaned, the valve was tested and returneo to service. The Alum solution feed pump suction line was cleared and normal operation was resumed.

3 The high-low pH alarm was repaired, recalibrated, tested, and returned tn service.

A high-low pH trip of the raw water sump pump is being installed, with completion estimated by August 27, 1976.
