ENVIRONMENTAL DEVIATION The following deviation was reported to Mr. Baunack, Office of Inspection and Enforcement, Region 1, United States Nuclear Regulatory Conmission on September 23, 1976.

The pH for the settling basin effluent exceeded the Environmental Technical Specification limit.

Conditions Prior to Deviation:

Settling basin operating with maximum holdup. Raw water sump in automatic mode of operation.

Description of Deviation:

A daily routine grab sample from the settling basin effluent measured a pH of 10.5.

The verification sample measured 10 5.

October 1,1976 Page 2 Designation of Apparent Cause of Desviation:

The specific cause for this deviation could not be determined.

The pH of the inpats to the settling basin (neutralizing tanks and raw water sump) was checked and found to be within Technical Specification limits. The deviation may have been caused by a mechanical f ailure of the seda ash feeder a few hours earlier. High pH soda ash solution may have entered the raw water sump af ter the f ailure. This mechanical f ailure was repaired before the deviation was discovered.

Analysis of Deviation:

It is known that the deviation was less than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> in length and believed to have been only one to two hours in duration. Because the settling basin is diluted by a factor of 10,000 with circulating water flow, the environmental impact was minimal.

Corrective Action:

The settling basin was isolated and neutralized. The pH was checked and normal operation resumed.
