The pH for the settling basin effluent exceeded the Environmental Technical Specification limit.

Conditions Prior to Deviation:

Settling basin operating with two input flow paths. Raw water sump in automatic mode of operation.

Description of Deviation:

The daily grab sample from the settling basin effluent measured a pH of 9 35 The verification sample also measured 9 35 The Technical Specification limit is that pH shall be within the range of 6.0 to 9 0.

i Designation of Apparent Cause of Deviations The soda ash solution mix tank overflowed to the raw water sump when the suction line of the solution pump plugged. The un-neutralized sump was automatically discharged to the settling basin because the raw water sump pump discharge pH meter range switch was set on an improper range and would not trip the pump.

Analysis of the Deviation:

The high pH condition existed for less than twenty - four hours. The exact duration is not known. The settling basin flow is diluted by a factor of 10,000 with circulating water flow, therefore the effect on the pH of the circulating water and the environment was minimal.

Corrective Action:

The settling basin was isolated and neutralized, and the suction line of the soda ash solution pump was cleaned. After check-i ing for proper pH levels, the system was returned to normal. The inline pH meter was re-calibrated an returned to service. The range selector switch is being removed to prevent repeat of error.
