Dear Mr. Stello:

Subject:

ENVIRONMENTAL DEVIATION The following deviation was reported to the Office of Inspec-tion and Enforcement, Region 1, Uni ted States Nucicar Regulatory Conmis .

sion on October 16, 1976.

Reference:

License Number DPR-44/56 Environmental Technical Specifications:

Section 2.2.2 Report No.: 50-277/278-76-41 Report Date: October 26, 1976 Deviation Date: October 16, 1976 Facility:

Peach Bottom Atomic Power Station Units 2 & 3 R .D. 1, Del ta, PA 17314 Identification of Deviation: -

The total suspended solids for the Unit 2 and 3 settling basin effluent excceded the Environmental Technical Specification.

i Conditions Prior to Deviation:

Settling basin operating with maximum holdup. Raw water sump in automatic mode of operation.

I A Description of Deviations The daily turbidity measurement of the settling basin effluent was high and a 9favimetric analysis for total suspended solids indicated 128 ppm, which was 56 ppm greater than the river sampic. Within four hours the settling basin effluent was back with Technical Specification Ilmits.

Designation of Apparent cause of Deviation:

Due to high suspended solids of 72 ppn in the river from heavy rains, higher than normal blowdown rates had to be established on the raw water clarifier in the water plant. Thi s excessive flow in combination with the abnormal solid input from the river water caused solids to carry over into the effluent.

1 Analysis of Deviation:

j '

Because the settling basin flow is diluted by a factor of approximately 10,000 with circulating water, the suspended solids of the circulating water leaving the discharge canal was unaffected; therefore, the environmental impact was minimal .

l Corrective Action:

i The settling basin was immediately isolated. The solids were allowed to settic and were pumped out. Normal operations were then resumed.

I Failure Data: ,
