SUBJECT:
Application for Amendment of Operating License for Cycle 14 Enclosed please find Omahs Public power District's (OPPD) " Application for Amendment of Operating License" which seeks to amend the fort Calhoun Station Unit No. 1 Technical Specifications.
This submittal contains only one proposed thange associated with the design of Cycle 14, specifically a change in the negative limit for the Moderator Temperature Coefficient (MTC),
in Reference 2, OPPD proposed thanges to the Technical Specifications for implementation of a Core Operating Limits Report (COLR) in accordance with Generic letter 88-16.
For Cycle 14, all core parameter changes are being included in the COLR with the exception of the MTC.
Copies of the Cycle 14 COLR will be provided to the NRC Document Control Desk as well as the Region IV Administrator and the fort Calhoun Station Senior l
Resident inspector, upon document issuance, in accordance with Generic letter 88-16 and the, reposed Technical Specification 5.9.5 (of Reference 2).
Approvil of this proposed MIC Technical Specification change is requested by April 15, 1992, which is prior to the planned Cycle 14 criticality, i
