This Specification requires that " fuel shall not be loaded into the reactor core unless all cont.rol rods are iully inserted."

We are requesting this Temporary Waiver of Compliance be offactive by 3:00 p.m.,

Monday, November 25, 1991.

The February 22, 1990 memo requests Licensees to provide the following information:

A discussion of the requirements for which a waiver is requested 2 As stated above, we are requesting a Temporary Wajver of Compliance irom the requirements of Technical Specification Section 3.10.A.2.

A discussion of circum gr$icos surrounding the situation

. including the need Ior prompt action, and a description of why the situation could_not have been avoided, We are requesting this Temporary Walvor of Compliance to allow several fuel cells to remain disassembled while fuel cleaning and inspection activities continue.

The need for this waiver could not have been identified prior to the evaluation of fuel inspection results and the development of a detailed action plan.

Prompt action is required in order to preclude schedulo delays in fuel cell inspection activities.

This need is further compounded by reduced personnel and support services availability during the upcoming holiday weekend.

This information was provided in our Emergency Technical Specifications Chango Request 91-10, dated November 21, 1991.
