S'JBJECT: ENVIRONMENTAL DEVIATION The following deviation was reported to Mr. Walt Baunack, Office of Inspection and Enforcement, Region 1, United States Nuclear Regulatory Commission on December 17, 1976.

Facility: Peach Bottoin Atomic Power Station Units 2 & 3 R.D. 1, Delta, Pa. 17314 Identification of Deviation: -

Excessive chemical usage.

Conditions Prior to Deviation:

Units 2 and 3 both in commercial operation in 1976.

Description of Deviation:

The following chemical usage for the first 6 months in 1976 exceeded 2 times the estimated yearly usage which is an Environmental Deviation.

Desicnation of Apparent Cause of Deviation:

The large alum usage was due to high demineralizer water consumption mainly attributable to high makeup to the auxiliary boilers and increased makeup to the main units due to a temporary reduction in reclaimable liquid Rad-vaste. The reduction in reclaimable Rad-vaste was caused by oil contamination resulting from equipment failures.

Analysis of Deviation:

No safety implications. No adverse effects to the Conowingo Pond have been observed due to this excessive usage.

Corrective Action:

The Rad-waste equipment failures have been corrected and the amount of main unit makeup has been reduced. Modifications have been made, and further system improvements are planned to the auxiliary

. boiler condensate return system to reduce auxiliary boiler makeup and improve ease of system maintenance.

On July 27, 1976, the NRC issued Amendments to the Peach Bottom Units 2 and 3 Operating Ideenses (Amendment 20 to DPR-l.4 and Amendment 20 to DPR-56) changing Environmental Technical Specification 2.2.4 by increasing the amount of chemical usage permitted. Future Alum usage similar to that experienced during the first half of 1W6 will be well within the Technical Specification limits of the July 27, 1976 Amendment.
