Dear Mr. Stello:
SUBJECT:
ENVIRONMENTAL DEVIATION The following deviation was reported to Mr Walt Baunack, Office of Inspection and Enforcement, Region 1, United States Nuclear Regulatory
/
Commission on March 22, 1977
Reference:
License Number DPR-44/56 Environmental Technical Specifications 2.2 3 Report No.:
50-277/278-77-10 Report Date:
April 1, 1977 Deviation Date: March 21 and 22,1977 Facility:
Peach Bottom Atomic Power Station Units 2 & 3 R.D.
1, De l t a, PA 17314 Identification of Deviation:
The pH for the sewage plant effluent exceeded the Environmental Technical Specification limit.
Conditions Prior to Deviation:
COPY SENT REGION J Sewage plant operating normally.
Description of Deviation:
A daily grab sample of sewage plant effluent taken on March 21, 1977 had a pH of 5.6 and one taken on March 22, 1977 had a pH of 5.8.
The Technical Specification states that pH shall range between 6.0 and 9 0.

Designation of Apparent Cause of Deviat ion:
On both occasions, an acidic solution may have been flushed into the sewage system and reduced the pH of the whole system; however, since no such source could be located, it is thought that the low pH of the effluent was caused by influent with pH slightly lower than normal, but above 6.0, coupled with the natural pH drop across this style of sewage treatment plant.
Analysis of Deviation:
The duration of the deviation was less than 4 hours4.62963e-5 days
0.00111 hours
6.613757e-6 weeks
1.522e-6 months
on March 21 and 2 hours2.314815e-5 days
5.555556e-4 hours
3.306878e-6 weeks
7.61e-7 months
on March 22.
Because the effluent from the sewage plant was diluted by a f actor of 50,000 at these times, the pH change in the circulating water leaving the discharge canal was not detectable. The environmental impact was insignificant.
Corrective Action:
The sewage plant was neutralized and returned to normal oper ati on.
A joint effort between Peach Bottom and Betz Environmental Engineers, Inc. is underway to optimize the operation of the sewage.
plant and eliminate further deviations of this nature.
