I Designation of Apparent Cause of Deviation i
The regeneration of an anion and cation demineralization was begun without verification of the closure of the neutralizing pump discharge valve. Because this valve was open, the unneutralized tank began to drain by gravity to the settling basin, and thereby to the j
i j
river. Because the neutralizing tank pump was not running for the demineralization, the pH meter did not receive a sample, and did not indicate the flow of low pH water. When the operator completed l
the regeneration, he found the open discharge valve and closed it j
i immediately, preventing further discharge to the settling basin.
Analysis of Deviation Less than 8,000 gallons of low pH water was released during i
l this deviation. Because the effluent from the settling basin was being diluted by a factor of 10,000 at the time, the pH change in the circulating water leaving the discharge canal was minimal. Therefore the environmental impact was insignificant.
Corrective Action:
l The settling basin was isolated and neutralized. The system was then returned to normal operation. The operator involved and the other water plant operators were reminded of the ~ importance of verification of correct valve line-up before beginning water plant operations.
