Clarification of Response to Violation 9113-01 Deat nr. Martin:
The purpose of this letter is to provide clarification of Wolf Creek Nuclear Operating Corporation's (WCNOC) response to violation 9113-01.
The clarification concerns the weekly inspection of accessible locked valves to verify locking devices are properly installed.
As discussed below, WCNOC intends to perfonn this inspection in plant Modes 4 and above.
This clarification was discussed with the NRC Resident Inspector on October 21, 1991.
On June 6,
- 1991, ar, NRC inspector found that the locking chain for valve AL-V063 for the turbine driven auxiliary feedwater pump discharge header to Steam Generator
'D' could be removed form the handwheel without breaking the green locking tab.
Violation 9113-01 was subsequently issued.
As part of WCNOC's corrective action for this violation, a weekly inspection of accessible locked valves was initiated to verify locking devices are properly installed.
This inspection consists of selecting one or two systems and conducting a walkdown of those system valves listed in procedure ADM 02-102, "Cor.i rol of Locked Component Status" WCNOC has determined that when the plant is in Modes 5, 6,
or with no fuel in the reactor vessel, performance of these weekly inspections places an additional burden on the operating crews, The additional burden results from situations in which the locked valve may be out of position to support clearance orders or other plant conditions and personnel resources to support a refueling outage. Additionally, ADM 02-102 requires that prior to Mode 4 entry, the locked valve, breaker and component lists be completed and independently verified.
