Gentlemen:

SUBJECT:

Degraded Voltage Transient Analysis Upgrade As a result of the Electrical Distribution System functional Inspection (EDSf!), Omaha Public Power District (0 PPD) made several commitments relative to concerns identified during the inspection.

The commitments were discussed during the exit meeting and documented in Inspection Report 91-01 (Reference 2.) One of these commitments was to upgrade the degraded voltage transient analysis.

The purpose of this letter is to change the completion date of this item froni December 31, 1991 to October 2, 1992.

This degraded voltage transient analysis will include loading of the Engineered Safety Feature equipment on the offsite power system and the Emergency Diesel Generators.

OPPD planned on completing the analysis by December 31, 1991.

The original commitment date was derived during the EDSFI audit, based on best engineering judgement at that time. OPPD has carefully scoped the project and found that all the data needed for this analysis is not yet available.

The offsite power portion of the transient analysis is underway and will be completed by December 31, 1991. The diesel generator portion of the transient l

analysis requires additional test data to verify proper system modeling (i.e.,

I ensure the transient analysis results under a DBA are accurate).

The additional test data can only be recorded during a refueling outage, and include generator frequency, exciter field current, generator power output, and motor governor changes.

These parameters will be recorded during the regularly l

scheduled surveillance testing of the diesels during the 1992 refueling outage.

Therefore, the new completion date of the Emergency Diesel Generator portion of the degraded voltage transient analysis is October 2, 1992.
