In keference 1, TVA requented approval of a technical specification amendment to allow operation dn g Cycle: 6 of lirowna Ferry Unit 2 with the CREVS conaldered technically inoperable nince it did not meet ita design bania for escentially zero unfiltered inleakage. CREVS la required to remain functional during Cycle 6 and all applicable surveillances are being performed. Approval of thin proponed technical cpecification amendment was provided in Reference 2.
Ao part of Reference 3, TVA committed to prenent the long-term corrective action plan for CREVS to NRC within 90 days af ter Unit 2 rentart.
In Reference 4, TVA notified NRC that thin commitment van ocheduled for November 22, 1991.
At that time, TVA committed to nubmit:
- 1) A description of the control room operator dose calculations and a comparinon to Standard Review plan methodology, and
- 2) A dencription of the modificationn which will be implemented as part of the resolution of this problem.
Since TVA's laat submit'.al,11FN Identified a potential correct ive action plan which requirca further evaluation. This approach would involve the robotic application of a qualified later baned acalant on the innide of the ductwork which transvernen the control room habitability zone. 2 U.S. Nuclear Regulatory Commission November 21, 1991 thorough evaluation. As previously committed, the resolution of the CREVS deficiencies will be implemented prior to the restart of Unit 2 from the next refueling outage. The submittal of the description of the modifications and the control room operator dose calculations has been scheduled for May 5, 1992.
A summary list of commitments contained in this letter is provided in the enclosure to this letter.
