The purpose of this letter is to submit Public Service Company of Colorado's (PSC's) Decommissionine F
.mg Plan for Fort St. Vrain. This Funding Plan has been p epared in acco ',
with the requirements of 10 CFR 50.75(e) and is consistent with the guida..c.; provided in NRC Regulatory Guide 1.159, " Assuring the Availability of Funds for Decommissioning Nuclear Reactors". Submission of the Decommissioning Funding Plan is responsive to PSC commitments made in References 1,2 and 3.
In Rcrerence 1, l'SC '.ubmitted the Proposed Decommissioning Plan and committed

to provide the Decommissioning Funding Plan as soon as it was available (estimated at that ti:ne to be mid-1991), in Reference 2, PSC submitted the detailed Fort St.
Vrain Decommissionh'g Cost Estimate, which provides detailed cost breakdowns consistent with the guidance of NRC Regulatory Guide 1.159. In Reference 3, PSC submitted its response to the NRC Request for Additional Information on the Proposed Decomraissioning Plan, and reiterated its commitment to provide the Dea.....nissioning Funding Plan in the third quarter of 1991.

- Page 2 During the preparation of the Funding Plan, PSC determined that it would also be L
necessary to update the Detailed Cost Estimate provided to the NRC in Reference 2, for the following reasons:
(1)
The original decommissioning plan submitted in Reference 1 and the cost-estimate submitted in Reference 2 were both based on commencement of decommissioning activities on approximately o
January 1,1992. Delaying the start of physical activities until August 1992 bas resulted in delay costs for both PSC and the Westinghouse team.

Based on review of'he low level radioactive waste (LLRW) situation, PSC has increased its LLRW disposal contingency costs to account for potential increased disposal costs at Richland, Washington, commencing in 1993.
. Commencement of these decommission.ng activities has been delayed due to inability-to ship spent fuel to DOE facilities. Defueling is now scheduled to be
. performed. to the onsite Independent Spent Fuel Storage Installation (ISFSI).
' Defueling to the ISFSIis scheduled to begin in December 1991, be completed by-the end of July 1992, and decommissioning will begin in August 1992.
Financial assurance: are provided in the attached Funding Plan based on a combination of the existing decommissioning external trust fund (with a current balance of-approximately $29.7 million) and a guaranPe agreement for the remai:ing-unfunded balance (approximately $125 m%n).
Details of the Deconimissioning Funding Plan (Section 5 of the Proposed Decommissioning Plan) and supporting agreements are provided in the attachment.
It is PSC's understanding that there are two remaining actions on the part of the NRC to grant PSC permission to b"3 n phy9 cal decommissioning activities:
i (1).
NRC approval of the Proposed Deccmmissioning Plan, which includes the Decommissioning Cost Estimate and Decommissioning Funding Plan; and (2)
Issuance of a Decommissioning Order.
PSC understandsihat the Decommissioning Order will not be iss_ued until all spent fuel has been nmoved from the Reactor Building. PSC requests, however, that the NRC proceed with review and written approval of the Proposed Decommissioning Plan. Receipt of written approval is requested so that all NRC concesas related to s

the Proposed Decommissioning Plan will be resolved and not cause subsequent delay in the issuance of the Decommissioning Order once defueling is completed. PSC also understands that PSC will not be allowed to proceed with physical decommissioning ac'ivities until recelot of the Decommissioning Order.
The attachment to this letter forwards the most recent revision of Section 5 of the
