Dear Sir:

As defined by Technical Specifications for the Vermont Yankee Nuc1 car Power Station, Section 6.7.B.d, we are reporting the following Abnormal occurrence as A0-73-17.

At 0015 on June 14, 1973, during preparation for a reactor startup, Drywell Purge and Vent Exhaust valvo V-16-19-7A f ailed to shut. The inoperability of valve V-16-19-7A exceeds the Limiting Conditions for Operation as defined by Section 3.7. A.2 of Tech. Specs. The subject section states that primary containment integrity shall be maintained at all times when the reactor is critical or when the reactor water temperature is above 212*F and fuel is in the reactor vessel. The reactor was shutdown and reactor water temperature was 480*F at the time of the incident.

Valves V-16-19-4 and V-16-19-16 were closed iramediately insuring containment integrity. V-16-19-7A was subsequently shut and its air operator was secured.

./ The Plant Operations Review Committee reviewed the incident and

/f, concluded that the valve will remain shut and its air operator secured

',"' until such time that primary containment integrity is not required. At

[,p that time, the valve will be disassembled and repaired.
