BROWNS FERRY NUCLEAR PLANT (BFN) - UNIT 2, CYCLE 6 - POWER ASCENSION TESI PROGRAM (PATP) START-UP REPORT

Letter from E. G. Wallace to U.S. Nuclear Regulatory Commission, " Browns Ferry Nuc1 car Plant (BFN) Unit 2 - Power Ascension Program" dated January 17, 1991 The purpose of this letter is to provide the BFN linit 2, Cycle 6 Start-up Report to NRC as required by BFN Administrative Technical Specification 6.9.1.1.
The PATP which commenced with refueling operations on February 20, 1991 was completed on August 6, 1991.
The PATP was comprised of tests selected from the following three general categories:
(1) those tests to be performed after a refueling outage as defined in the BFN Final Safety Analysis Report Chapter 13.10, (2) certain system tests that previously could not be performed during the Restart Test Program due to the unavailability of requisite plant conditions, and (3) additional tests to acquaint Operations personnel with integrated plant response.

Nuclear Regulatory Commission OCT 3 0 MM4 As described in the referenced letter, these tests were divided into three phases (i.e., open vessel, heat-up to 55 percent reactor power, and 55 percent to 100 percent reactor power). The power ascension tests demonstrated that BFN Unit 2 is performing in accordance with its design. Two test deficiencies were identified from the system thermal expansion testing.
However, there are no known test deficiencies that would adversely impact continued plant operation.
The Final Power Ascension Test Report is provided in the Enclouure and detailed test result packages are available for your review.
