Gentlemen:

Pursuant to Generic Letter 89-10, ' Safety-Related Motor-Operated Valve (MOV) Testing and Surveillance", Item 1, Entergy Operations, Inc. is submitting this letter as notification that Grand Gulf Nuclear Station (GGNS) has completed actions necessary to satisfy commitments made in relation to this generic letter. These actions are sufficient to address the concerns raised in Generic Letter 89-10 regarding Mov performance problems. Program implementation documentation is available for review as required. The following briefly recounts these actions.

A comprehensive design basis review was performed for each MOV that included reassessment of system flow conditions, electrical supply capability, actuator / valve capability, and thrust / torque requirements.

Design documentation has been revised as found necessary during this review.

All program Movs have been tested under static conditions at least once to verify the control switch setting results in an acceptable amount of delivered torque or thrust at control switch trip. The settings have been established in such a manner as to ensure appropriate response under design basis conditions. Periodic ratest frequencies have been established based on risk analysis methods and as-foand conditions observed during the actuator rebuild offort, conducted in parallel with initial MOV program testing.

Flow testing has been performed to the extent required to ensure representative flow test data is available for each group of similar MOVs 1

covered by the GGNS NOV program. Valve groups were developed based upon a detailed engineering evaluation of parameters important to MOV operation.

Standards and procedures have been developed to ensure that continuing design, testing, control switch adjustment, and maintenance activities are performed in a technically correct, consistent, and controlled manner.
