Unit 1 Final Response to NRC Bulletin 90-01, Supplement 1 Gentlemen:
NRC Bulletin 90-01, Supplement 1, " Loss of Fill-Oil in Transmitters Manufactured by Rosemount," requested licensees to complete certain actions.
Entergy Operations responded for Arkansas Nuclear One, Units 1 and 2 (ANO-1 and ANO-2), in a letter dated March 5,1993 (OCAN039302). Included in this letter was a commitment to complete the requested actions from the bulletin and a schedule for their completion. A second letter was submitted on April 15,1994 (0CAN049401), which provided the completion status of the requested actions. The March 5,1993, letter also stated that a final response for ANO-1 would be submitted within ninety (90) days following completion of refueling outage IR12. On Febmary 24,1995, the NRC issued its safety evaluation for Supplement I which determined that Entergy Operations' responses for ANO-1 and ANO-2 conformed with the requested actions and that the reporting requirements had been completed, except for the final notification that the proposed ANO-1 actions were complete. This letter is submitted for ANO-1 in accordance with reporting requirement 2c of the suppelement confirming that the supplement's requested actions have been completed.
Activities completed for ANO-1 include identification of Rosemount Model 1153 Series B and D and Model 1154 transmitters menufactured before July 11,1989, which were either i
i installed in safety-related or anticipated transient without scram (ATWS) applications at l'
ANO-1 or that were available to be installed. For those transmitters then in service, the PSI-Month operational histories were calculated and evaluated against the surveillance j
requirements of the supplement. Transmitters that had not met the PSI-Month criterion l
and for which the surveillance requirements could not be met were scheduled for replacement. Those transmitters that met the PSI-Month criterion, but did not meet the r,c r rr -

. surveillance requirements, were reviewed to determine if extension of tae surveillance frequency to every refueling outage was the appropriate action to be taken. Fifteen (15) transmitters manufactured prior to Jul" 11, 1989, were identified in high pressure applications and required monthly or quanerly surveillance according to the supplement.
Based on a review of the safety function and alternate information available for each affected transmitter, Entergy Operations concluded that replacement during the twelfth refueling outage (IR12) with a refurbished transmitter or one manufactured after July 11, 1989, was the prudent course of action. These fifteen transmitters were replaced during IR12 which ended April 1,1995.
The supplement also requested licensees to evaluate their enhanced surveillance program to ensure that the program was effective in detecting loss of fill-oil. The current ANO enhanced monitoring program calibrates and trends transmitters on a refueling outage frequency. A review of the ANO program concluded that it meets the recommendations provided by Rosemount and will effectively detect loss of fill-oil. Rosemount transmitters within the scope of Supplement I continue to be trended as part of the ANO enhanced monitoring program.
The actions discussed above complete NRC Bulletin 90-01, Supplement 1, requested actions for ANO-1. In accordance with 10CFR50.54(f), this letter is provided under oath.
