CHANGE 95-14," PERSONNEL AIRLOCK OPEN DURING CORE ALTERATIONS" In accordance with 10 CFR 50.90, we are enclosing an amendment to Licenses DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2. The proposed changes allow the containment personnel airlock doors to be open during fuel movement and core alterations, provided one door is capable of closure and one train of auxiliary building gas treatment remains operable.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant safety hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.

SON is planning chemical cleaning of the steam generators that will require additional penetrations. The routing of control cables for the chemical cleaning through the personnel airlocks with quick disconnects will eliminate the need to open additional penetrations. Therefore, approval of this proposed TS change is requested prior to the start of the Unit 1 Cycle 7 refueling outage currently scheduled to begin on September 9,1995.
