Plessurizer Surge Line Thermal Stratification Ladies and Gentlemen:

il By letter dated January 31,-1991, Alabama Power Company submitted results of the j

specific stratification and striping thermal stress analysis for Unit 1. The analysis results

-j demonstrated that there was contact with the whip restraints and the pipe but even with this j

contact, the Unit l' pipe stress and the fatigue cumulative usage factor were both within the j

ASME Code allowables for the full licensed life of the unit. This letter and a' subsequent -

. April 26,1991 letter indicated that the pipe whip restraints on Unit I would be removed i

within two refueling outages following NRC approval of the Leak Before Break analysis on l

the surge line. Your letter dated August 21,1991, accepted the results from the thermal j

stress analysis as satisfying the requirements ofBulletin 88-11.

After further review of the cost associated with removal of the whip rearaints, Southern Nuclear has decided to leave the whip restraints in place. Therefore, the restraints on Unit j

1 will not be removed and design documents will be revised to indicate that they are not.

.i needed due to the Leak Before Break analysis. Should major work on the surge line be needed in the future, the restraints may be removed as part of that work.
