Dear Mr. Eisenhut:

This letter transmits the attached document titled,

" Detailed Control Room Design Review Program Plan for Philadelphia Electric Company's Peach Bottom Atomic Power Station". The document describes the program for identifying needed improvements in the design of the control room and provides the information requested by Section 5.7.a of Reference 1, and Item (a) of Reference 2. Additionally, the document describes the method for implementing Items (b) through (e) of Reference 2. The document supersedes the description of the Peach Bottom Control Room Design Review Program Plan submitted in Attachment II of Reference 3.

I Our plans for performing the CRDR at Limerick and Peach

Bottom Stations, utilizing a common Human Factors Engineering consultant firm, was described in correspondence dated September

) 14, 1983 (J. W. Gallagher, PECo, to D. G. Eisenhut). The plan

. was submitted on the Limerick docket on August 31, 1983 (J. S.

Kemper, PECo, to A. Schwencer, NRC). Subsequently, several editorial changes have been made in the attached document,

submitted on the Peach Bottom docket. Additionally, figure 3 of the attached document has been modified to exclude the ,

requirement for a mockup of the control room. The decision

, regarding the need for a mockup will be deferred until we have determined the number and extent of modifications to be made. As committed to in the September 14, 1983 letter, we propose to i submit a summary report of the completed review outlining proposed control room improvements by March 15, 1985.
