(licensee) for an amendment to Facility Operating License Nos. DPR-44 and DPR-56, issued to the licensee for operation of the Peach Bcttom Atomic Power Station, Units 2 and 3, located in York County, Pennsylvania. Notice of Consideration of Issuance of this amendment was published in the FEDERAL REGISTER on September 18, 1991 (56 FP 47T4E).

The purpose of the licensee's amendment request was to revise the i

Technical Specifications (TS) related to 10 CFR Part 50, Appendix J, Section III, Primary Reactor Containment leakage testing.

l The NRC staff has concluded that the licensee'r request cannot be I'

granted in full.

The licensee was notified of the Comission's denial of a portion of thr proposed change by letter dated October 23, 1991 The portion of the proposed change which was denied changed Technical Specification wording related to testing of certain valves in a manner which may create confusion.
