Dear I*r. Grier:

At 0153 on 7/25/71, the upper isolation valve for Scram Dischar;;e Tank level switch 3C2-?A vas found closed. This was discovered during investigation of discharge tank draining difficultics following a planned reactor scram at 2242 on 7/24/71 as part of STI 25 at 25% reactor power.

The valve was reopened immediately.

The valve was verified open during system valvo checks on 6/11/71 and 7/3/71.

The valve was closed and then reopened on 7/10/71 for surveillance required by Tablo 4.1.1 of the Technical Specifications.

The time and n.othod of closing the valve is unknown at this time.

Amplifying information will be reported as r9 quired by Section 6.6.B of the Technical Specifications.
