SUMMARY
Manhattan College has not operated the reactor since September,1989 due to mainte-nance operations and delay in arrival of the Low Enriched Uranium (LEU) fuel to replace the liigh Enriched Uranium (lieu) core. The LEU fuel was received on campus on January 29,1991, and the spent llEU fuel waa shipped to Oak Ridge on April 3, 1991. Core reloading has not been accomplished due to an instrumentation failure.
Funding has been received from the Department of Energy to upgrade reactor instru-mentation.
- 1. REACTOR OPERATIONS The MCZPR has not been operated since September,1989 since the fuel was removed to allow maintenance of the reactor tank Refueling with the LEU core has not been accomplished due to a failure of the reactor start;up channel, investigation of the con-sole failum is continuing.

- 2. UNSCllEDULED SilUTDOWNS The prolonged maintenance - mfueling shutdown continues.
- 3. MAINTENAliCE OPERATIONS I
Corrosion of the aluminum reactor tank was the primary cause of the initial defueling, it i
was detemtined that the cathodic protection system had failed and led to the corrosion.
The system was repaired. Tbc reactor tank was examined and consultations with consul-l tant metallurgists led to the decision to coat the outside of the tank with epoxy in onter to restore tank strength. Tank integrity was never lost.
Investigation of the failed start-up channelis continuing. DOE has awarded Manhattan College $35,000 for upgrading the mactor instrumentation.
- 4. FACILITY CIIANGES The only major change to the MCZPR is the conversion to low enriched uranium fuel.
This was addressed in a Safety Analysis Report, and therefore, there are no unreviewed safety questions.

This includes surveying with instruments, wige tests, and checking the sealed sources.
