As requested in the final rula for the Emergency itesponse Data System (EltDS) which was published in the Federal llegister (5GFit 10173) on August 13, 1991, Entergy Operations, incorporated hereby submits the EitDS hnplementation >

Program Plan for Waterford 3.

As you are aware, EllDS is a direct electronic data link between computer data systems.used by the utility and the NHC Operations Center. 10CFit 50.72, "Immediate Notification itequirements for Operating Nuclear Power Iteactors," now requires that the licensee activate the EltDS as soon as possible but not later than one hour af ter declaring an emergency class of alert, site area emergency, or general emergency, Appendix E to 10CFit 50 was amended by adding a new section VI, " Emergency Itesponse Data System." This new section requires that each licensee develop and submit an EltDS implementation progrion plan to the NitC hy October 28, 1991 and that implementation of the EltDS shall be completed by February 13, 1993. NUltEG-1391 Itevision 1, " Emergency itesponse Data System Implementation," provides the guidelines which were used to prepare this implementation plan. NUllEG-1391 specified eleven items which should be addressed in the implementation plan. These items are individually addressed below. ,

item 1: The NltC notifies the contractor, NUS Corporation, El Division, timt a utility has received a site survey questionna!re.

This item was completed by the NitC. As stated in NUHl:G-139-1, all licensees will be considered to have received the site survey questionnaire as a result of receiving NUllEG-139't. /

This item was completed on September 26, 1991. Waterford 3 personnel niet with the NitC EltDS Project of ficer and the NUS-1:11:ltDS Project Manager at the NltC llegion IV offices in Arlington, Texas.

Item 3: A site visit will be arranged.

This item was conipleted on September 26, 1991. The meeting discussed in Item 2 was the site visit for Waterford 3.

Item 1: The NitC will nstall phone line at the site.

This item is an PitC reupt sibility and is currently scheduled for l'ebruary, 1992.

Item 5: The utility then answers and returns the site survey questionnaire containing the Data Point 1.ibrary (Dl'1,) and the Plant Attribute 1.ibrary (PAL) .

The site survey questionnaire for Waterford 3 containing the DPh and the l'Al, will be submitted to the NitC by March 10, 1992.

Item G: If the plant's co'aputer systern re(ptires customized EllDS reception software, spoelfic ERDS code will be developed and implemented by NUS-El .

This item is the responsibility of NUS-El. Waterford 3 nians to use the PC based ERDS interface software discussed in item 7 below and therefore believes that this Pa n will not be applicable.

Itea. 7 in parallel with NUS-El software development, the utility will design and write their data transmission software. The NitC EltDS implementation contractor is developing a PC based EltDS interface whleh will perform all EltDS communication protocol functions for single-feeder or multiple-feeder plants.

Waterford 3 plans to uso the software that NUS-El is currently developing which is scheduled for completion in the Spring of 1992. Completion of t he sof twar.;

development at Waterford 3 is expected within sixty days of receipt of tho NUS-El sof twa re.

October 28, 1991 ltem 8: Preliminary software testing la the next step and is the first attempt at transferring data between the EltDS computers. The prelimlinary software test performs initial data transmission testing of the utility's software and any custom code NUS-El Ims developed. This i is in actuality the software debugging period and problems uee to be expected.

All required inodifications necess9ry to implement the EltDS are scheduled for completion by December 1,1992.- Waterford 3 will be ready to start preliminary softwaro testing by December 15, 1992. This se!.eduto date is contingent on receipt of the software, discussed in item 7 above, as scheduled.

The schedule dates for modification completion and the start of testing aro conservativo and take into canalderation Waterford 3's upcomhig refueling outage which is tentatively scheduled to begin in September,1992. Depending on the ' ,

actual work load associated with the planning, preparation, and conduct of the outage work it may be possihlo to complete 11.. EltDS modifications earlier and commence testing ahead of the schedule propossd. Should this bo the case, the NRC will ho notified with a proposed schedulo change, item 9: Followhig the preliminary software tests and the initial data transference between the plant and the 1:RDS computers, a formal test will be conducted at NUS-El prior to adding the lleenseo to the Elt DS . ,

Waterford 3 will be ready to commaco istmal testing at NUS-El by January G, 1993.

Item 10: A formal test is then conducted on the ERDS computer at the i Operations Center. This is the final test to demonstrato system functionaFly. Again, data transmission will be from the designated plant computer system.

Waterford (will be ready to perform formal testhig of the ERDS with the NRC Operations Conter by January 20,1993.

Item 11: The final step in the schedulo has the utility on-line with all ,

development and testing completed.

Final implementation is scheduled for February 13, 1993. This includes changes to procedures which will ensure that the ERDS la activated as soon as possible within ono hour of the declaration of an Alert or higher emergency classification level. . Applicablo procedures will be revised aint a new procedure developed to ensuro the integrity of the ERDS hardware and software configuration. This new procedure will include the following requirements:

1. Any hardware and software changes that affect the transmittett (lata points identified in the EltDS Data l'olut 1.ibrary (Di'I.) must be submitted to the NitC within 30 days af ter the changes are complete.
2. liardware and software changes, with the exception of data point modifications, that could affect the transmission forinat and computer communication protocol to the EltDS must be provided to the NitC as soon as practicable and at least 30 days prior to the modification.
