Dot'ket No. 50-432: Response to Generic Letter 91-11 Gentlemen The purpose of this letter is to provide Wolf Creek Nuclear Operating Corporation's (VCNOC) response to NRC Generic Letter 91-11

" Resolution of Generic Issues 48

'LCOs for Class IE Vital Instrument Buses',

and 49,

' Interlocks and LCOs for class 1E Tie Breakers' pursucnt to 10 CFR 50.54(f)".

Generic Letter 91-11 requires licensees to show that appropriate procedures are in place to fulfill the following requirements:

1) limit the time that a plant is in possible violation of the single-failure criterion with regard to the Class 1E vital instrument buses and tie breakerst 2) require surveillances of these components:

and 3) ensure that, except for the times covered in item (1),

the plant is operating in an electrical configuration consistent with the regulations and its design bases.

Licensees must provide _ adequate justification that such pr, visions are not needed at their specific facilities if they do not have administrative controls to fulfill the above requirements.

1 As stated in Generic Letter 91-11, the current Westinghouse Standard Technical Specifications include the requirements contained in the generic letter.

Sections 3/4.8.3.1 and 3/4,8.3.2 of WCNOC's technical specifications contain Limiting Conditions for Operation for Class 1E vital busses and associated. tie breakers.

Included in these sections are associated action statements and surveillance requirements.

These sections conform to corresponding sections of the Westinghouse Standard Technical Specifications.
