Implementation Program Plan Cooper Nuclear Station NRC Docket No. 50-298, DPR-46 Centlemen:
On August 13, 1991, the final rule for the Emergency Response Data System (ERDS) was published in the Eederal Regist er. The rule required licensees to submit an ERDS implementation plan to the NRC by October 28, 1991, At tached is the Nebraska Public Power Dist rict.'s (District) plan The implementation plan anticipates ERDS to be operational by October 15, 1992, but no later than February 13, 1993.
In response t o the addlt lonal informat ion required, Cooper Nuclear Stat. ion (CNS) is a cingle feeder site with two VAX 11-785 computers one operates as the secondary, reduadant system, Additional Primary system and the other as a software will be needed to retrieve the dat a point. "aluca and send t hem, in the ERDS format, through the modem to be provided by the NRC. No changen will need to be made to the existing software The CNS Emergency Plan Implementing Procedures will be modifled/ revised to require ERDS activation wi thin one hour of the declaration of an Alert or higher emergency classification level. The revised procedures are expected to be in-place within one month of declaring ERdS operational but no lat er than l'ebruary 13, 1993. The District has no plans at t his time t o ins tall ERDS capabil l.t les in the CNS simulator.
