Dear Mr. Collins:
This letter is to propose supplemental changes to Sections 4.3 and 5.3 of the Fort St. Vrain Technical Specifications. These changes include those previously submitted to you in Reference (2) and incorporate supplemental changes suggested by the Nuclear Regulatory Commission concerning snubber functional testing plans. Also included is the addition of hydraulic and mechanical snubbers identified as Class I by the Fort St. Vrain Seismic Piping System Redocumentation Program recently completed. Please note that this '
submittal supersedes that identified in Reference (2) above.
A summary of all the proposed changes is provided in Attachment 1, and the changes themselves are provided in Attachment 2. Attachment 3 contains an evaluation of the significant hazards considerations involved in the proposed changes.
