Proposed Technical Specification Change - Facility Operating License

Dear Mr. Collins:
.This letter is to propose changes to the Facility Operating License of the Fort St. Vrain Technical Specifications.
These changes are proposed in response to the referenced letter concerning the I,
acquisition of portable radiation instrumentation.
Consequent with l
the acquisition of this instrumentation is the need for additional I
higher range source (Cesium 137) for calibration. Additional Krypton 85 is needed because the present source limit does not provide for enough activity to calibrate the reactor plant exhaust stack radiation monitors.
A summary of-the proposed changes is provided in Attachment 1, and the changes themselves are provided in Attachment
- 2.

l In accordance with the provision of 10 CFR 170, we believe that the l
proposed changes are fee Class II s}nce they have no safety or environmental significance.
