been determined that the Revision 14 IST program changes do not require NRC approval prior to implementation. This detennination was made because all of the changes are either:

ASME Boiler and Pressure Vessel Code,Section XI, or in compliance with the positions delineated in Attachment 1 of Generic Letter e

No. 89-04," Guidance on Developing Acceptable Inservice Testing Programs."

The change identified as Revision 14a is a result of the DLC request to leak test valves in parallel in accordance with ASME/ ANSI OMa-1988 Part 10.

NRC letter dated March 13,1995, (TAC No. M91515) documented this approval.

SUMMARY

OF CHANGES TO THE UNIT 2 IST PROGRAM (REV.14)

1) The followirg editorial changes were made to the BVPS-2 IST Prugma to be consistant with changes previously made in Revision 12 of the BVPS-1 IST Prug ma as a result of a Self-A - s - nt performed on the IST Programs.

a) Revised the third paragraph on page 2 (dealing with pump ranges) to read:

" Table IWP-3100-2 shows the allowable ranges for test results that will be used to determine if corrective action is required followirg performance of BVPS-2 Surveillance Tests.

The test data will be compared to the rarges applied to the reference values for each test quantity.

If these rarges cannot be met, reduced range limits that allow the pump to fulfill its function will be used as permitted by IWP-3210 and in accordance with IWP-3112, in lieu of the rarges given in Table IWP-3110-2."

b) Added the followiry paragraph (dealiry with pump vibration criteria) on the top of page 3.

"The limits for vibration readings are taken from N3ME/ ANSI OM-6 as permitted by relief. These limits may not be reduced because OM-6 does not contain a paragraph similar to IWP-3210."

c) Revised the paragraph precedirg Section B on page 82 'dealiry with leak testing of Category "A" valves) to read:

"In addition, Category A valves are leak rate tested at least once every two years normally, but not necessarily, at refuelire outages.

The Category A valves that are tested in accordance with 10CFR50, Apperdix J,

Type C,

per relief, are leak rate tested normally at refuelirq outages, not to exceed every 2 years. If the leak rate exceeds the allowable limit, the valve will be repaired or replaced."

d) Added the following to the third paragraph in Section B on page 82 (dealing with check valve disassembly and inspection):

"If the check valves cannot be tested mechanically or with flow, they i

will be disassembled and inspected per the requirements of Generic Intter No.

89-04.

These valves will normally, but not necessarily be inspected durirg refueling outages."

2) Added a new paragraph on page 4 providirg relief from includirg ASME Code class manufacturer supplied skid-nounted pumps in the BVPS-2 IST Prug mu i

and from meeting Code testing requirements. This relief was approved by the NRC in response to Proposed Revision 2D of the BVPS-2 IST Prcgram.

3) Added Pump Relief Request No.

9 (pages 77-78) to the BVPS-2 IST Prugma allowirg vibration neasurements in velocity units and deletion of annual bearirg temperature requirenents.

OF CUANGES TO THE UNIT 2 IST PROGRAM (REV.14) (continued) accordance with 10CFR50.55a (footnote 6) and Regulatory Guide 1.147 which references NRC approved ASME Code Case N-465 (permits use of ASME/ ANSI Ct4-1987, Part 6 (OM-6), through the OMa-1988 Addenda as an alternative for pump testing in lieu of ASME XI Subsection IWP). All of the pumps in the BVPS-2 IST Program are affected. The " Pump Testing Outline" sheets (pages 7-36) for each pump were revised to reference Pump Relief Request No. 9, to obtain vibrations usirg " portable monitoring equipment using velocity units,"

and to no longer require annual pump bearing temperature measurements since vibrations will be measured in velocity units. The p'tragraph formally on page 3 describing how to obtain stable bearing tempcratures has also been deleted.

4) Added a new paragraph on page 84 providing relief from including ASME Cbde class manufacturer supplied skid-mounted valves in the BVPS-2 IST Program and from meeting Code testing requirements. This relief was granted by the NRC in response to Proposed Revision 2D of the BVPS-2 IST Prugmu.
5) Added Relief Request No. 33 (pages 230-231) for leak rate testing the HHSI Pump Isolation to Cold Irg Injection Valves [2 SIS *MOV867C and D] (page 105) in parallel as a group rather than individually as required by the ASME XI Code.

This alternate testing method was harxiled as a relief request to be consistant with similar requests in the IST Programs already approved by the NRC.

Approval of the alternate testing method was granted by the NRC which permitted use of NRC approved OM-10, Paragraph 4.2.2.3 in accordance with 10CFR50.55a(f)(4)(iv) for leak rate testing valves in parallel.

6) Corrected a typographical error in the IST Prugram to reflect the correct direction for testiry IHSI Pump 21A Mini-Recirc Flow Check Valve [2 SIS *894]

(page 106) per 20ST-11.2 from the forward to the " reverse" direction (FS,RD).

7) Added the following Demineralized Water to Recirculation Spray Pump Isolation Valves [2RSS*3, 4, 5, 6, 27 and 28) (page 115) to the BVPS-2 IST Prvgma as Category A/P (passive) valves to be leak rate tested at refuelings.

Also added the following Recirculation Spray Pump Drains to Nuclear Vents and Drains System Isolation Valves [2RSS*9,10,11 and 12]

(page 115) to the BVPS-2 IST Program as Category A/P (passive) valves to be leak rate tested at refuelings. These ten isolation valves were added to the BVPS-2 IST Pru. ma because the potential for a leak of containment sump water via the Recirculation Spray System to the Demineralized Water System or Nuclear Vents and Drains System exists.

In order to ensure these valves are capable of providing their isolation function, they have been added to the BVPS-2 IST Program for leak rate testing at each refueling.

8) Changed the reference tests for strokirg and timing RHR Heat Exchanger Supply Isolation Valves [2CCP*MOV112A and B] (page 122) from 20ST-47.3A(3B) to 20ST-15.1, 2 or 3 per a recxrrendation by Operations.

9) Deleted forwani direction testing of the Main Steam Valve Area Cooler Supply Check Valves (2SWS*1103 and 1104] (page 142) frcan the BVPS-2 IST Program.

Service Water flow through these check valves is no longer required to maintain the Main Steam Valve House tenperatures durirg a IOOP or DBA.

Relief Request No. 21 (page 210), which deals with the closure function of these check valves by way of a leak test per 2BVI 1.60.6 l

during each refuelire outage, was also revised to delete mention of the opening function. Tne basis for the relief request was not changed.
