Dear Sir:
The NRC requested,lin. Reference'1, that the Power Authority providd a' written lesponse addressing the issuec identified in a petition' filed by-the Union of Concerned Scientists (UCS) on September 12,'.1983.
The NRC requested that the Authority provide this response by October 12, 1983, but stated that addi'tional time to respond might be allowed for good cause.
The Power Authority notified the NRC of our review and evaluation of pipe support concerns in Reference 2.
We also provided additional information and the interim
, status of this effort in References 3 and 4.

Engineers and Constructors (UE&C) to perform an indepen-dent third party review of the technical issues.
The Authority expects the ongoing UE&C~ review to be complete early~in November, 1983.
Completion of the UE&C review is required in order for the Authority to provide a complete response to each of the issue 3 identified ~in'the UCS petition.
Therefore, the y
Authority requests that the date for the response be ex-tended from October 12, 1983 to November 16, 1983.
The Authority conciders this ' extension reasonable because there i
is no immediate safety concern; UE&C has identified no significant' safety deficiencies to date; and, the additional time is necessary to allow UE&C to complete a thorough review.
The Authority also notes that in addition to the information submitted in References 3 and 4, we have been providing in-formation to the NRC staff on an ongoing basis to assist them in their review of these issues.
If there is any significant change in the findings prior to the submittal of the Authority's response, the NRC will be promptly informed.
