Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 Special Report

Dear Mr. O'Reilly:

Please find attached a Special Report for Virgil C. Summer Nuclear Station. This Special Report is required by Technical Specification 6.9.2 as a result of entry into Action Statement (a) of Technical Specification 3.3.3.4, " Meteorological Instrumen-tation," on August 6, 1983.

Action Statement (a) of Technical Specification 3.3.3.4 was not complied with in that South Carolina Electric and Gas Company failed to transmit this report on August 23, 1983. The reason for the failure to comply is attributed to confusion on what constitutes channel operability for the Meteorological Instrumentation System. Management personnel are evaluating the problem and will resolve the issue by October 15, 1983.

O'Reilly Special Report Page Two September 2, 1983 CAUSE OF THE MALFUNCTION During a severe thunderstorm on August 6, 1983, both channels of the meteorological monitoring: instrumentation for Delta T, Wind Speed and Wind Direction became inoperable. The cause of-the failure was lightning damage to the electronic components at the meteorological tower. The channels are required to be operable at all times by Technical Specification 3.3.3.4.

PLANS AND SCHEDULE FOR RESTORING TO OPERABLE STATUS With the exception of Wind Speed - 10 Meter, all channels of the meteorological instrumentation were repaired and returned to operable. status on August 13, 1983. The Wind Speed - 10 Meter indication was operable at the Dose Assessment and Monitoring System, located in the Control Building's Technical Support Center, on August 13th. However, the recorder and vertical indicator located in the Control Room were still inoperable. .

The remaining repairs were completed and the system returned to full operability per Technical Specification 3.3.3.4 on August 19, 1983.
