Enclosed is our response to D. M. Verrelli's July 19, 1983 letter to H. G. Parris transmitting Inspection Report Nos. 50-259/83-22,
-260/83-22, -296/83-22 regarding activities at our Browns Ferry Nuclear Plant which appeared to have been in violation of NRC regulations. We have enclosed our response to Appendix A, Notice of Violation. If you have any questions, please call Jim Domer at FTS 858-2725.

RESPONSE - NRC INSPECTION REPORT NOS.
50-259/83-22, 50-260/83-22, AND 50-296/83-22 D. M. VERRELLI'S LETTER TO H. G. PARRIS DATED JULY 19, 1983 Appendix A Item (259/83y22-01) 10 CFR 50, Appendix B, Criterion V, as implemented by TVA Topical Report TVA TR 75-01 paragraph 47.2.5 requires that activities affecting quality be accomplished in accordance with procedures. BNP Modification and Addition Instructions, MAI-1, paragraph 5.4 requires that temperature monitoring equipment be calibrated at specific intervals.
Contrary to the above, on June 24, 1983, activities affecting quality were not being accomplished according to procedures in that welding electrodo rebaking oven number PS-5 had exceeded the recalibration due date.
This is a Severity Level V Violation (Supplement II).
1.
Admission or Denial of the Alleged Violation TVA admits the violation occurred as stated.
2.
Reasons for the Violation if Admitted The calibration of all rod oven thermometers had been requested before the due date on the thermometer in oven No. P-5 (rebaking oven);
however, only the thermometer in oven No. P-5 had not been calibrated.
A change in personnel responsible for tool room equipment resulted in failure to have the thermometer in oven No. P-5 calibrated as required by MAI-12. In addition, the tool room clerks overlooked the calibration sticker on the thermometer in oven No. P-5, because these oven thermometers are not issued out of the tool room.

Corrective Steps Which Have Been Taken and the Results Achieved Oven No. P-5 (rebaking oven) had a calibrated thermometer installed on June 29, 1983 and the out-of-calibration thermometer was removed to be calibrated. The calibration check of this thermometer revealed the thermometer was still within calibration.

Corrective Steps Which Will Be Taken To Avoid Further Violations The tool room clerks and tool room coordinator are being formally notified by letter that failure to discontinue use of out-of-4

t calibration equipment will result in disciplinary action when procedure requirements are not met. In addition, spare thernometers are being i
bought to use in ovens while existing thermometers are removed for calibration.

Date When Full Compliance Will Be Achieved Full compliance will be achieved on August 26, 1983, when the formal letter is sent to tool room clerks and tool room coordinator.
