Dear Dr..Murley:

Pursusnt to 10 CFR 50.90 Coanonwealth Edison- Company (CECO) proposed to amend Appendit A, Technical Specifications of facility Operating Licenses NPF-37/66 and NPF-72/77 for Byron and Braidwood Stations respectively in the letter of Reference (a). The proposed amendment-requested changes to 1)

. relocate the. procedural details of the current radioar"ve effluent program, radiological environmental monitoring program and scit radioactive waste program in Technical Specifications to the ODCH and MP, respectively; 2) install programmatic controls into the Administrative Controls section of Technical Specifications.

The proposed amendment was prepared in accordance with the guidance provided in Generic Letter 89-01. Two minor content variations.between the CECO proposed amendment and the Generic Letter 89-01 guidance were identified

.by a member.of-your staff. This supplemental amendment proposal reconciles

-the wording of.our previous amendment request with the Generic Letter 89-01 guidance. Two pages of Attachment B of the letter of Reference (a) have been revised for each station, ana the revisions have been high-lighted with a vertical bar in the right hand margin.

October 17, 1991 Dr. Thomt.s E. Murley The first change was made to action b. of t.C0 3.3.3.10, adding a requirement for preparation of a Special Report to the Commission within the 30 days following a 30 day inoperability of explosive gas monitoring instrumentation. The second change added the words "and the approval of the Station Manager" to the review and approval requirements for the Process Control Program (PCP). One additional change that was made was that of a title change from "Plent Manager" to " Station Manager". The changes have no effect on the previous finding that the proposed amendment involves no significant hazards consideration. The proposed changes have been reviewed and approved by both on-site and off-site review in accordance with Convr.or, wealth Edison procedures.

The letter of Reference (a) indicated a commitment to complete transfer of the procedural details of the PCP by August 31. 1991. Due to the existence of other identified changes which require incorporation into the PCP the completion of transferral of the PCP procedural details will occur by December 31, 1991 foi Byron and Braidwood Stations.

Commonwealth Edison is notifying the State of Illinois of this supplement to an application for amendment by transmitting a copy of this letter and its attachment to the designated State Official.
