ZlRLO Cladding Material Exemption At a meeting on January 18, 1991, GPU Nuclear (GPUN) presented information to the NRC staff concerning the use of four Westinghouse LIAs during upcoming Cycle 9 operation of 1Mi-1. As proposed at the meeting, it has been concluded that the Westinghouse LlAs are acceptable for use in the Cycle 9 core under the provisions of 10 CfR 50.59.
Two of the four LIAs will contain selected fuel rods (less 'han 15% of total rods) clad with ZlRLO, a zirconium based alloy with improved material properties. The staff verbally informed GPUN in May 1991 that an exemption would not be needed for the use of ZlRLO. Recently, however, the staff informed GPUN by telephone that an exemption would be needed since certain regulations (e.g.,10 CIR 50.44 and 10 CFR 50.46) refer to zircaloy cladding material and not ZlRLO. Based on discussions with the staff, and separately with Westinghouse, 't is our understanding that the staff has no technical concerns with ZlRLO that would preclude its use in the t1As. This is consistent with the July 1, 1991 NRC acceptance of Westinghouse Topical Report WCAP-12610 on the VANTAGE + fuel assembly.
