Dear Mr. Vassallo:

Reference 3 required Nebraska Public Power District to choose one of two acceptable options for modification to our present ADS logic and provide a schedule for implementing the modification chosen and proposing appropriate Technical Specifications. Attached is a discussion of the applicable modi-fication.

If additional clarification on any item is necessary, please contact me.

Attachment Nebraska Public Power District Cooper Nuclear Station NUREG-0737 Implementation Item II.K.3.18 In response to the subject item and the two acceptable options (1) elimination of the high drywell pressure permissive and addition of a manual inhibit switch, or (2) bypass of the high drywell pressure permissive after a sus-tained low water level and addition of a manual inhibit switch; the District concurs with the conclusion of this evaluation and has elected to implement option (1).

The District will take appropriate measures to implement this design change during the Fall of 1984 refueling outage.

Changes to Technical Specifications will include the removal of all references to the high drywell pressure input associated with the ADS logic.

The four pressure switches which supply the input to ADS will be removed as part of this ADS logic modification.

Removal of these pressure switches will in no way affect the operation or initiation of any remaining safety related system.

Each safety related system using a high drywell pressure as part of the initiation logic is supplied with pressure switches associated only with that system.

In addition, the proposed Technical Specifications will include a surveillance plan for the manual inhibit switch.

Use of the manual inhibit switch will be addressed in the emergency procedures.
