Dear Mr. Conge11 F,nclosed is a copy of the final exercise report for the February 27, 1991, exercise of the offsite radiological emergency response plana site-specific to the River Bend 11uclear Station.
The State of Louisiana partially participated in the exercise and the Parishes of West Feliciana, East Feliciana, Pointo Coupeo, West Baton Rouge, and East Baton Rouge fully participated in the exerciso.
This report, dated August 15, 1991, was prepared by the Tsdorcl Emergency Management Agency (FEMA) Region VI staff and copies vill be provided to the State of Louisiana.
There was one Deficiency identified during the February 27, 1991, exerciso which involved the failure to disseminate the Emergency Broadcast System message within the required 15-minute time limit.
With the installation of new equipment, the State was able to demonstrate during the May 7,
1991, remedial exercise that the Deficiency had been corrected.
The results of the remedial exercise are included in the enclosed report.
In addition, there were four Areas Requiring Corrective Action (ARCA) identified during the February 27, 1991, exercise.
FEMA Region VI Staff will work with the State to correct the ARCAs and will monitor the status of these corrective actions.
Based on the results of the February 27, 1991 exercise and the May 7,
1991, remedial exercise, the offsite radiological emergency response plans and preparedness site-specific to the River Bend 11uclear Station are adequate to provide reasonable assurance that appropriate measures can be taken of fsite to protect the health and safety of the public in the event of a radiological emergency at the site. Therefore, the Title 44 CFR, Part 350 approval of the offsite radiological emergency response plans and preparedness site-specific to the River Bond 11uclear Station granted on October 17, 1985, remains in effect,
