In Reference. I the Nuclear Regulatory Commission (NRC)-provided Public Service Company of Colorado (PSC) with questions and comments regarding the Fort St. 'Vrain (FSV) Independent Spent Fuel Starace Installation (ISFSI) Safety Analysis Repor_t (SAR) submittais (References 2 -and 3).
_-This-letter provides the responses to the maiority of these questions-and comments including required support documentation.
The balance of the PSC responses will be provided in
- a. follow-up submittal.
Some of the information that is supplied as support documentatinn is considered by Foster Wheeler Energy Cnrporation, Energy Applicatians Division (FW) to be proprietary under the criteria set forth in 10 CFR'2.790.

(4) A list of all support documentatier with the FW proprietary information annotated, Attachment D.
Attachment E to this letter is the actual PSC responses to the NRC questions and comments regarding the ISFSI SAR.
PSC met with the NRC and its contract reviewers en March 13 and 14, 1991 to discuss the formulated responses.
The PSC responses contained in Attachment E
are the result of discussions and resolutions agreed to at that time.
