Enclosed please find a copy of the 1991 Vennont Yankee Nuclear Power Station Emergency Response Exercise Manual. The exercise scenario package includes alt information pertinent to performance of the subject exercise, scheduled for Wednesday, November 6,1991.
Two copies of the enclosure are being provided directly to Mr. William L. Lazarus of the USNRC Region I Staff. Copies of the enclosure are not being provided to the USNR_C Resident Inspector at Vermont Yankee, as we understand it is USNRC's intent to allow the Resident inspector the opportunity to participate in the exercise.
The success of the exercise is highly dependent on the confidentiality of our exercise scenario._ Therefore, we are requesting that this letter and enclosure be treated on a "need-to-
, know" basis and be withheld from public disclosure in accordance with 10 CFR 2.790, until the exercise has been completed.
