Dear Dr. Pearson:

During cur meeting in t.ynchburg on December 6,1979, Babccck & Wilcox identified I

the need for the ir.:ediate outputs frcm you as identified in Attachment 1.

I l

Our short-tem objective deserves restating. It is to provide instructions to 4

plant operators such that the operators can recognize sit: etions described cn i

3 the " event trees" we shcued you, and readily take actions as needed to raintain plant safety during these situations.. These irstructions cust also be integrated into the oper6 tors training program. Mcwever, cur short-tem target is pre ara-tien of instructions and not new strulat'ica ceilces er redesigned training pro-i gra.s. Ycur input will assure use of proper hu.1an factors engineering princi-3 pies when preparing these instructions.

Sincerely.

A " position paper" su:marizing hcw we have applied cethods and principles of Hucan Factors Engineering in our prob'lem solving process. Include a discussion of the R + S (design code) vs.. S + R (training and operation's -

mode) concepts as applicable to our situation. Also include cor:.entary of. our "old" procedure approach from the Hunan. Factors Engineering view-point. This is needed by Dececher 17, 1979.

2.

In the very near future we intend to " test" the guidelines on our simula-tor. We can judge the success from a ' technical angle (f.e.; the intended objective is reached), however, we lock to you to judge hcw well the pro-cedure is followed frcm the Hu=an Factors Engineering angle. For example, does the peccedure prcperly direct'the cperator to do what we want, given a

the existing control roem layout and the irpcrtance of his actions. A i

paper or outline describing ycur cethods and criteria for taking such a l

judgment will be required.
