Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-29 Security Boundaiy Upgrade Status Report for Period Ending July 1991 GNRO-91/00127 Gentlement As discussed in AECM-90/0058 dated March 30, 1990 Entergy Operations committed to submit status reports regarding the Security Boundary Upgrade Project. These reports are to inform the NRC of Entergy Operations progress toward upgrading the south security boundary and to identify any concerns which might hamper the project.

Attached is the Security Boundary Upgrade Project Status Report for the period ending July 1991.

This report includes discussion regarding background and past accomplishments in our overall efforts to upgrade the entire plant security boundary, the milestones for those efforts now focusing on the south boundary, and the reloted actions completed since the submittal of our last report.

Per discussion between Entergy Operations personnel and W. J. Tobin of NRC Region 11 on September 28, 1990, these status reports are not required to be submitted on a regular basis. We anticipate submitting our next report upon the completion of Phase II of the project long-term improvements, currently estimated to be in December 1991.

This letter and the attached status report have been kept to a non-safeguards level.

SECURITY BOUNDARY UPGRADE PROJECT STATUS REPORT 1.

BACKGROUND:

GGNS security has been reviewed by the NRC a number of times in the past several years.

Entergy Operations feels that these inspections and reviews have confirmed the overall strength of the GGNS security program and physical features.

In addition. GGNS has worked with the NRC to upgrade specific security areas tc ensure that any concerns or potential problems were promptly identified and resolved.

These upgrades have represented a large commit. ment in both manpower and financial resources.

Some specific improvements, and their approximate completion dates, include:

- Inner delay barrier fence and vehicle search area (1988)

- New X-ray detectors for the guardhouse (1988) and the warehouse (1989)

- Increased tactical training (1989)

- Extensive North Boundary upgrade (1989)

- Replacement of CCTV monitors in the CAS/SAS (1989)

- New explosive detectors (1990)

- Administration Building north wall alarm system (1990).

II.

SECURITY BOUNDARY UPGRADE PROJECT:

The NRC inspections and reviews mentioned above, including the 1988 Regulatory Effectiveness Review (RER), identified an issue which is the focus of this series of status reports.

The Security Boundary Upgrade Project was initiated due to concerns with camera coverage on the south boundary.

Study of the issue has identified two related concerns which must be concurrently addres.ed to obtain an effective solution to the esmera coverage issue. These additional concerns are the camera monitoring computer system capacity and working conditions in the CAS/SAS.

Entergy Operations has developed plans to correct these concerns, and is proceeding with their internal approval and implementation.

III. UPGRADE Pl.AN:

A plan has been developed to address concerns relating to the south boundary.

The plan has two major parts:

1.

Short-term Improvements - Activities uhich inprove camera coverage and CAS/SAS working conditions (completed in carly 1991):

- Relocate two cameras

- Add cantilever mountings to two cameras

- Change five camera lenses

- Add glare screens to CAS/SAS computer display monitors

- Replace existing CAS/SAS printerr

- Improve CaS/SAS room lighting.

The actions below have begun or been completed since the last status _ report was submitted (GNRO-91/00007 dated January 25, 1991):

The design work for Phase I long-term improvements has been issued for construction.

Fleid work is currently scheduled to begin 08/91 for improvements-in Zones 7-13 as part of Phase 11 activities.

2.

Impinnentation of short-term improvements (Item -IV.6) was noted as complete in the last status report except_for the upgrade of CAS/SAS lighting. This lighting work has been completed.

3.

Development of custom sof tware for new equipment has begun end is proceeding to support installation of the equipment.

Phase I activities-are complete._and this work will continue into Phases II.

III, and IV.

4.

The _ project procurement work for Phase I is complete.

The final release of-funding and equipment delivery is in progress to support Phase 11-IV activities.
