Alabama Power Company, on June 20, 1983, submitted proposed Technical Specification changes involving the river water system and service water building batteries. This submi*tal extracted portions of the previous submittals of December 30, 1982 and February 1,1983 to prevent a simultaneous shutdown of both units for the sole purpose of surveillance testi ng.

In order to expedite NRC review of these issues, Alabama Power Company requests the withdrawal of the service water portions of Alabama Power Company's February 1,1983 and June 20, 1983 letters. The issues addressed in these letters are already being considered as part of an Alabama Power Company submittal dated May 3,1983 on Electric Power Systems. Additional information regarding the service water batteries will be provided in July 1983 to support the requested November 3,1983 approval date.

Since the river water system is shared between Units 1 and 2, NRC approval of the river water system Technical Specification change is still requested by August 3,1983 to preclude shutdown of both units during testing. The existing river water system surveillance requirement 4.7.5.b requires that every 18 months, during shutdown, the automatic valves be actuated and the ground area around the buried piping be inspected for leak tightness. Actuation of the automatic valves only verifies that flow from the normal pond supply may be diverted directly to the service water pumps.

Mr. S. A. Varga June 29,1983 U. S. Nuclear Regulatory Commission Page 2 Inspection of the ground area around the buried pipe involves visual observation to ensure piping integrity. These surveillance tests can be performed without removing the river water system from service while both units are operating without affecting the validity of the test or plant operation. The proposed change is to delete the requirement that the testing be done during shutdown.

As stated in Alabama Power Company's letter of June 20, 1983, the requirements of 10 CFR 50.92 have been reviewed and it has been determined that this proposed change does not involve a significant hazards consideration because it does not significantly increase the probability of consequences of an accident previously evaluated, create the possibility of a new or different kind of accident from any accident previously evaluated, or involve a significant reduction in a margin of safety.

In addition, Alabama Power Company has determined that this proposed change is consistent with item (i) of the " Examples of Amendments that are Considered Not Likely to Involve Significant Hazards Considerations" listed on page 14870 of the April 6,1983 issue of the Federal Register. This is an administrative change in that the two surveillances may be performed at power and the requirement to conduct them during shutdown is in error.

This letter is a supplement to the Alabama Power Company letter dated June 20, 1983. The class of this proposed change is designated as Class II for Unit 1 and Class I for Unit 2 according to 10 CFR 170.22 requirements.

A check for $1600 to cover the total amount of fees required was enclosed with the June 20, 1983 letter.

In accordance with 10 CFR 50.30 (c)(1)(1) three signed originals and forty (40) additional copies of this letter are enclosed.
