Dear Mr. Skovholt:

Your letter of June 11, 1973 to Mr. R. C. Youngdahl requested that we review our refueling water storage tank system design and other liquid tanks which might contain radioactivity that could be released to the environs via other than a controlled water pathway.

The review was conducted, as requested, and revealed that two tanks had potential overflow problems, assuming they were contaminated by an off-normal operating condition. The two tanks having potential overflow conditions (the condensate storage tank and heating boiler condensate storage tank) might become contaminated during operation with steam generator tube leakage. A contaminated overflow of either of these two tanks would result in an unmonitored discharge to the en-vironment. Therefore, we will modify the overflow piping of these two tanks such that they drain to the turbine building sump which, in turn, is monitored for radioactivity at the canal discharge. These modifica-tions will be completed during the fall of this year. These tanks are presently provided with high-level alarms which require operator ac-knowledgment.

In addition, we have reviewed our operating procedures to ensure that they provide for proper operator surveillance and action concerning storage tanks which contain radioactivity. Based on this review, we have concluded the procedures are proper.
