Dear Sir:
In the summer of 1969, I attended a training Seminar for radiation (atomic) injuries at Brookhaven National Labor-atories,Upton,New York at the request of Consumer Power Company. Since then I have received no further word from this Company nor am I aware of any planning nor have I participated in any planning regarding radiation accidents nor of a Safety Program in the Atomic Energy Plants in this area.
I am really unaware of the purpose of my training and feel that the week spent at the Seminar was more to satisfy beaurocratic needs, rather than to assist in any way the planning for prevention and management of radiation accidents and incidents.
Being aware of the.
respon sibility involved as a Consultant in case of radiation accidents and being aware of my lack of knowledge regarding the planning, safety procedures and cooperation (or lack) of -
various agencies that would be involved in case of a radiation accident or incident,I wish to disengage myself from any responsibility that I may have, but am not aware of, as a result of my visit to the Brookhaven Laboratories.

I This letter vill confirm the results of our discussion of March 17, 1971.
At the request and expense of Consumers Power Company, you attended an AEC-sponsored, seminar at Brookhaven, New York in October i
1969 to assure local medical expertise on the medical aspects of radiation and radioactive contamination. Your responsibility is limited to providing or prescribing' medical treatment for patients in the unlikely event of injury involving radioactive contamination or radiation damage. You are, of course, encouraged to recommend any changes you believe are desirable in our hospital assistance l
programs and to participate in training sessions of hospital personnel.
However, your participation vill be voluntary.
f The AEC-sponsored seminar you attended was designed primarily for physicians in industrial medicine within the Atomic Energy Commission.
Consequently, the course covered nearly all possible aspects of radiation emergency, including responsibility for coordination with local author-l ities, public relations, and public liability. Although these subjects were no doubt of personal interest, they are not relevant to your re-sponsibilities - - they are completely the responsibility of Consumers Power Company. We have highly skilled and experienced personnel capable of handling these matters. Medical treatment of a patient, however, is outside the expertise of Company personnel.

2 March 26, 1971 An unscheduled delay in the start-up of our Palisades Plant, and related events, together with several personnel changes, resulted in your not being kept up to date on our safety and hospital assist-ance programs. Our emer6ency planning is complete and has been re-viewed and accepted by the AEC and State agencies. You will be consulted before any changes in our hospital programs are approved and informed of any contacts we may have with Mercy Hospital pertaining to the treatment of injuries involving radiation.
You indicated keen interest in meeting with plant personnel and a complete tour of the Palisades Plant. When your schedule permits, will you contact either Mr. L. M. Hausler, Plant Superintendent, or
?*.r. M. N. Taie, Plant Health Physicist, at 76+ 8913 to make the arrange-ments.
We regret any misunderstanding you may have had regarding the extent of your responsibilities. The changes in communication links between you and the Company should avoid problems in the future. In any case, please contact us if at any time you need additional information or have recommendations that will improve our programs.
