SUPPORTING AMENDMENT NO. 92 TO FACILITY OPERATING LICENSE N0. DPR-50 METROPOLITAN EDIS0N COMPANY JERSEY CENTRAL POWER AND LIGHT COMPANY PENNSYLVANIA ELECTRIC COMPANY j

GPU NUCLEAR CORPORATION THREE MILE ISLAND NUCLEAR STATION, UNIT NO. 1 DOCKET NO. 50-289 1.0 Introduction By application dated October 21, 1983, as supplemented November 23, 1983, GPU Nuclear Corporation (the licensee) requested that the position title

" Manager Plant Training - TMI-1" be changed to " Manager Plant Training - TMI."

This change would consolidate the management structure and ensure efficient utilization of the licensee's staff resources.

i 2.0 Evaluation The change in the position title does not change the nature of the duties or responsibilities of the former Manager Plant Training - TMI-1, but expands their scope to include both TMI-1 and TMI-2 activities. The supervisor of the Manager Plant Training - TMI will continue to be the Director, Training and Education, who reports to the Vice President, Nuclear Assurance, as shown on Technical Specification Figure 6-1.

The Manager-Plant Training - TMI will be responsible for training that is common to both Units, such as general employee training, security training, fire brigade training and emergency preparedness training.

The Manager Plant Training - TMI will also be responsible for general radiological controls training on material that is common to TMI-1 and TMI-2, but Unit-specific material related to radiological controls training will be covered by separate training programs conducted by I

instructors under the Director Radiological Controls TMI-2 who reports to the Vice President, Radiological and Environmental Control, as shown on Figure 6-1.

4 Another responsibility of the Manager Plant Training - TMI is Licensed Operator Training. Specific training programs for TMI-1 and TMI-2 will be conducted by instructors, dedicated to either TMI-1 or TMI-2 training, who report to the Manager Plant Training - THI through the Supervisor Licensed Operator Training.

We have reviewed the proposed organizational change and consider that it will not decrease the effectiveness of the training program at TMI-1.

Therefore, we conclude that the proposed change is acceptable.

3.0 Environmental Consideration We have determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will-not result in any significant environmental impact. Having made this determination, we have further concluded that$ae amendment involves an action which is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR 551.5(d)(4), that an environmental impact statement, or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.

4.0 Conclusion We have concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
