In our November 4,1983 response to Generic Letter 83-28, Item 2.2.2, Vendor Interface, we identified our participation in the Nuclear Utility Task Action Committee (NUTAC) established to address this item and indicated that additional information would be provided following a review of the final NUTAC Report.
The NUTAC issued its final report, entitled Vendor Equipment Technical Information Program, on March 28, 1984. The report has been reviewed and a response prepared for each of the utility implementation responsibilities given therein.
The attached document presents each utility implementation responsibility followed by a response describing the administrative controls utilized at Beaver Valley Power Station Unit No.1 (BVPS-1) to address the concerns.
Th'e following is a summary of the commitments made for implementing pro-cedural controls:
1.
A Nuclear Group Directive (NGD) and Site Administrative Pro-cedure (SAP) have been developed to administratively control vendor technical information and other safety-related equip-ment technical information commonly received or initiated by BVPS personnel. The NGD and SAP are being reviewed and will be forwarded upon approval.

A review of procedures prepared to address the internal hand-ling of vendor services (e.g., QA, QC and procedural controls) has identified additional administrative controls which will be necessary due in part to a management reorganization j
effected May 1,1984. The revised procedures will be forwarded upon completion of the Onsite Safety Committee review of the documents.

NSSS Vendor Contact Each utility should have a program in place with its NSSS supplier to obtain technical information. This program consists of a technical bulletin system and necessary direct contact with the NSSS supplier.
Response: Station procedure TAG 6.0 provides for a preliminary review and evaluation of the Westinghouse Technical Bulletins against NRC-and INPO-related documents.
If further review is required the Technical Bulletin is forwarded to the Testing and Plant Performance Group for evaluation and resolution. Final review of the evaluation and resolution is the responsibility of the Onsite Safety Committee through the Chief Engineer.
This activity will be administrative 1y controlled by Nuclear Group Directive 4 (NGD 4) and an NGD on Correspondence Control.
The NGD on Correspondence Control is being reviewed and will be forwarded upon approval.
